Beautify check counts in the patch list view

This patch [1] adds colors to the checks in the patch list view.
The colors are set based on the check's priority, with FAILURE
having the highest priority, followed by WARNING, and then SUCCESS.
Only the check with the highest priority and non-zero count
will be colored. This is to make failures and warnings more visible.

The patch also [2] replaces zero counts with a '-' for
FAILUREs and WARNINGs.
The SUCCESS count will only be replaced by a '-'
when all other checks have zero counts too.

tests: Add tests for 'series-completed' event

In commit 087fe50, we resolved an issue with 'series-completed' events.
That entire fix doesn't apply here due to commit 76505e9, but the tests
can be included to ensure we don't ever regress.

Revert "models: Use 'base_manager_name'"

This reverts commit 8585ea5afec383c9c5622843bcff0e6c448614c7.

This change required a migration which was not included in 2.0.0. It's
not possible to backport the migration but since this change only hides
a warning in the versions of Django supported here, it's easy to just
revert this.

lib/apache2: Update location to wsgi python script

Commit 8fe68d96f18e ("wsgi: Move wsgi file to expected location")
relocated lib/apache2/patchwork.wsgi to patchwork/wsgi.py but did not
update the Apache2 example configuration file under
lib/apache2/patchwork.wsgi.conf.
